Is required to have 20 hours on the character you are applying or on the account?
You are required to have 20 hours on the account.

Maybe more of a suggestion than a question, but would it be possible to call the people that you are responding to?
Sometimes when I dial 911, I often wonder if there are enough resources available to take my call, when it takes a while to respond.
It would be nice to hear like "We're on our way, stay calm, we'll be there in 5 minutes." instead of hearing nothing and then seeing a fire truck pull out of nowhere.

Generally speaking no. Perhaps one day. We do call sometimes, but only if we need more information. Currently we do not have the staffing levels to meet call volumes at all times. If we get more dedicated dispatchers this would potentially be a possibility. However currently dispatch is handled by firefighters. Thus, if we contacted every caller it would slow us down tremendously to the point we'd be responding to far fewer calls. I understand where you're coming from though and agree it is not ideal.

An idea perhaps the solution is a script system like with taxis - you get notified if someone is responding. However that is out of our control as far as developing and implementing.

Hello. A ticket(2,500 dollars) for reckless driving can affect the application?

Citations don't affect your application, felonies and serious misdemeanors do.

Are volunteer positions solely considered as a lower commitment Firefighter position, i.e. potentially lower (or nonexistent) pay, and you get throttled in rank? Or is the roleplay aspect also considered, such as primarily having to respond to pager calls? That with the considered assumption that full time would mean mainly living at a fire station, and so on.

At this present time volunteer firefighters are required to maintain an ABAS of 0.2 (Weekly activity requirement) in comparison to full-time firefighters which are required to maintain an ABAS of 0.5 = 3.5 duty hours a week).

As volunteers you can have the opportunity to advance up to volunteer Engineer or even up to volunteer Captain (Not a quick process). You can come on duty and work out of a volunteer station if you so choose for a period of time or yes, you can respond to pager calls if further resources are requested for calls.

Understandable, perhaps even a text message could be plenty, any way to see some kind of response would be Pog

If your character gets denied you will not be allowed to apply on another character before the next recruitment drive, meaning you cannot apply more than once per recruitment drive no matter the circumstances.
