Notice Every Active dispatcher must follow all rules listed in this document. Failure to comply with said rules, unprofessional behavior, or other non-standard behavior can lead to disciplinary actions towards said person.1. OPERATIONS START- Login into the CAD using your badge number and UCP password
- Click Dispatch > Check if there is an active dispatcher. If not, click TAKE DISPATCH.
- Use your departmental radio to say; <Your dispatch operator rank, name, on dispatch duty.>
Example;
"Dispatch Operator John Wick, on Dispatch duty." - Check all active callsigns and make sure all personnel are assigned to a unit and have their statuses up to date.
- Check recent calls and make sure that available units are responding to them.
2. OPERATIONS END- Use your departmental radio to say; <Your dispatch operator rank, name, off dispatch duty.>
- Always sign yourself on dispatch on the CAD to avoid confusion.
3. DISPATCH OPERATIONS
CALLSIGNS
Every active dispatcher must be communicating on the departmental radio ((/r)) as "Metro". Example;
"Metro for RA-32, come in."
Every active dispatcher must be communicating with other departments using interdepartmental radio ((/dep)) as "Fire Metro". Example;
"Fire Metro for LSPD, come in."
ASSIGNING UNITS
Dispatch must be actively assigning units to calls. They are expected to do so over their radio and in the CAD at any time. It's the dispatcher's job to determine what units should be sent for what call and to get as much information regarding each scene as possible. It's important to note that any Captain I and above may override relays from the Dispatch Operator but must be justified.
UNITS & CAPABILITIES- ALS = Any unit capable of meeting an ALS response. E.g. Paramedic Ambulance.
- RA/RB = Ambulance, either rescue advanced or rescue basic.
- AOD = Air Operations Division utilizing Life Flights, technical rescues, search & rescue and more. - FIRE-1, FIRE-2, FIRE-3, FIRE-4 (Valkyries) FIRE-5, FIRE-6 (Mavericks)
- BC-1 / 2 = Battalion Chief, can filled by any Chief if necessary.
- CH = Chief vehicle. Used by Deputy Chiefs and above for general use.
- EMS-1 = EMS Supervisor vehicle used to respond to large-scale medical calls. Unable to transport.
- BLS = Any unit capable of meeting a Basic Life Support response. E.g. EMT Ambulance.
- BP = Brush (Patrol)
- ENGINE/E = Engine, can be filled by a Quint if necessary.
- ARFF / Crash = Airport Crash Truck, performs rescue and fire suppression activities involving aircraft accidents. Contains 3000 gallons of water.
- FC = Fire Company which may be an Engine, Quint, or US&R.
- SFM = State Fire Marshal
- LEO = Law Enforcement Officer needed due to nature of incident.
- LG = Lifeguard division utilizing Lifeguard patrol units.
- RHIB = Water response vehicle used by both Urban Search & Rescue and Lifeguards. Used for patrols along the coastline and search and rescue operations in the sea.
- PIO = Public Information Officer
- PR = General usage vehicle for Public Relations
- QUINT/Q = Quint. Serves the dual purpose of an engine and ladder truck. Quint refers to the five-service apparatus, providing a pump, water tank, fire hose, aerial device, and ground ladders. Has 500 gallons of water.
- SUP = Support services to assist with non-emergency technical support.
- KV-1 = Flatbed tow truck, used for the transportation of damaged vehicles.
- US&R = A Heavy Rescue vehicle used for technical rescues including confined space, structural collapse, and rope rescue.
- Squad-3 = A Heavy Rescue vehicle modified to be used for hazardous material responses. Is equipped with detection equipment, protective suits, decontamination equipment, and containment overpacks.
- SWR = Swift Water Rescue. Urban Search & Rescue vehicle. Used for rapid intervention and fast responses for water-based rescues. Also fulfills the role of a Light Rescue Vehicle for technical rescue response.
- K9 = Canine vehicle. Houses a dog carrier in the back seats to aid in operations such as search & rescue.
The response criteria will vary for a number of key locations in the Los Santos Fire Department's geographical area. Additional units should be attached to the original response to incidents given in the below tables, unless the additional units are already given for that type of incident. In instances where Air Operations are not available, members must make their way on foot - consider utilizing US&R for this.Location Units Information Alamo Sea AOD, US&R, LG Air Ops, US&R, LG utilised to access incidents out at sea. Tataviam Mountains (Restricted Access) AOD, US&R Air Ops/US&R utilised for areas with difficult access. Tongva Valley/Hills (Restricted Access) AOD, US&R Air Ops/US&R utilised for areas with difficult access. Pacific Bluffs (Restricted access) AOD, US&R Air Ops/US&R utilised for areas with difficult access. Pacific Ocean AOD, US&R, LG AOD, US&R, LG utilised to access incidents offshore. Vespucci Beach LG Lifeguards have First Responder capabilities for Vespucci Beach.
MEDICAL EMERGENCIES
Advanced Life Support (ALS)
Incidents that require an ALS response may be requested by a BLS unit. A non-transport capable ALS resource, such as a Paramedic Engine or Paramedic Fast Response Vehicle, can meet this response, but again, is unable to transport. The non-transport capable ALS resource can then diagnose and determine if transport can be cancelled or is required for the patient.Type Units Response Description Allergic Reaction ALS, RA Code 3 Overreacting to harmless allergens. Altered Consciousness ALS, RA Code 3 Altered Level of Consciousness (ALOC). Cardiac Arrest ALS, RA, FC Code 3 Heart ceases to function. Basic Life Support (BLS)
Incidents that require a BLS response. An ALS response can also fulfill this assignment. Engine for hazard. Closed fracture BLS, RB Code 3 Fractured bone within their skin. Eye Injury BLS, RB Code 3 Injury to eye. Fall BLS, RB Code 3 Fallen and may have been injured. Headache BLS, RB Code 2 Complaining of a headache. Head Injury BLS, RB Code 3 Suffered an injury to the head. Haemorrhage BLS, RB Code 3 Suffering from cut and wounds which have bleeding. Person Down BLS, RB Code 3 Unknown reason for a person who is down. Psychotic Problems BLS, RB, LEO Code 3 Psychological, may be unpredictable. Law for assistance. Unknown Medical BLS, RB Code 3 Unknown medical which can't be determined until arrival. Vomiting BLS, RB Code 3 Ejecting matter from their stomach via mouth.
Violent Medicals (Stage)
The incident has been determined unsafe to respond directly to the scene. Units assigned to the incident shall stage at an appropriate location nearby until the Police Department secures the scene. Failure to stage may result in disciplinary action.

Inside Fires
Possible fires within a building will require a Structure Fire assignment, which is by default 1 Engine, 1 Quint and 1 Battalion Chief. The incident will be upgraded to a 'Working Structure Fire' when information received from multiple callers or units on scene, confirm the fire involves the structural material of the building. When the fire is not involving the structural material of the building, the standard assignment can be held for a 'Room and Contents' fire. The IC/highest ranking must always page on-call members for any of these incidents.Type Units Response Description Contents Fire ENGINE, QUINT, BC, SFM Code 3 Fire involving the contents of a room. TECHNICAL RESCUE INCIDENTS
The response criteria is pre-determined based on the nature of the technical rescue call, and may vary depending on the information received by the caller or the units on scene. These incidents fall under Urban Search & Rescue's specialty and should always be paged.
Rescue
Incidents where a person is requiring rescue through specialist skill and resources.Type Units Response Description Building Collapse US&R, ENGINE, QUINT, BC, RA/RB, LEO Code 3 Partial or full, building collapse. Missing person AOD, US&R, QUINT, BC, RA/RB, LEO Code 3 Request to assist search for missing person. Mountain Rescue AOD, US&R, QUINT, BC, RA/RB, LEO Code 3 Victim requires rescue from Mountain terrain. Psych Rescue US&R, ENGINE, QUINT, BC, RA/RB, LEO Code 3 Rescue involving psych patient, e.g. jumper. Trench Rescue US&R, QUINT, BC, RA/RB, LEO Code 3 Victim trapped in a trench. Water Rescue US&R, QUINT, BC, RA/RB, LEO Code 3 Victim in water. May need to deploy boats/divers.
AIRCRAFT INCIDENTS
For medical emergencies on-board an aircraft, you would refer to the Medical Emergencies section above.
The response criteria is pre-determined based on the nature of the aircraft call, and may vary depending on the information received by the caller or the units on scene. These incidents should always be paged to have manpower available if needed.
Aircraft Alerts
The alert classifications of aircraft emergencies are distinguished by the Federal Aviation Administration to describe an unsafe condition or situation involving an aircraft at an airport, inbound to an airport or in the vicinity of an airport.Type Units Response Description Alert One ARFF / CRASH / ENGINE Code 3 An aircraft that is known or suspected to have an operational defect and investigation is required. Alert Two ENGINE, QUINT, BC, RA/RB, ARFF / CRASH Code 3 An aircraft that is known or is suspected to have an operational defect that affects normal flight operations to the extent that there is danger of an incident. All units stage. Alert Three US&R, ENGINE, QUINT, BC, RA/RB, ARFF / CRASH Code 3 An aircraft incident has occurred on or in the vicinity of the airport. All designated emergency response units proceed to the scene.
HAZARDOUS MATERIAL INCIDENTS
The response criteria is pre-determined based on the nature of the Hazardous Materials call, and may vary depending on the information received by the caller or the units on scene.
General HazMat Incidents
General Hazardous Material Incidents that all Firefighters are expected to attend. HazMat resources may not be required, but can be requested by the Incident Commander.Type Units Response Description Carbon Monoxide Alarm ENGINE Code 3 An alarm indicating possible Carbon Monoxide. Fuel Spill ENGINE Code 3 Eng or Quint to contain fuel spill. Special HazMat Incidents
Hazardous Material incidents of a special situation. Considered a Chemical, Biological, Radioactive, Nuclear & Explosive (CBRNE) incident when HazMat is used as a method of attack. Hazardous Material resources, who fall under Urban Search & Rescue (US&R), must always be paged for these incidents.Type Units Response Description CBRNE Response US&R, ENGINE, QUINT, BC, RA/RB(2), SFM, LEO Code 3 CBRNE threat/terrorism, potential MCI. Drug Lab US&R, QUINT, BC, RA/RB, SFM, LEO Code 3 Drug manufacturing facility. Fire/health risk. HazMat Investigation US&R Code 3 HazMat investigate unknown material. HazMat Response US&R, QUINT, BC, RA/RB, LEO Code 3 HazMat for a hazardous material. Suspicious Package US&R Code 3 HazMat assist LEO; suspect package. DISPATCH TRAINING
This guide is used to provide Dispatch training to the Los Santos Fire Department in order to offer them the possibility to become "Dispatch Operator" certified.
After completion of these steps, the trainee will become a Dispatch Operator and be awarded certification.
Select the Administrative tab to access data and settings available to administrators.
DISPATCH TRAINING - GUIDELINES
1. On the duty logs tab you can search for an employee to see a log of when they went on duty, when they went off duty and for how long they were on duty for. 2. On the unit logs tab you can see the history for a specific unit as well as see who updated that unit. 3. The station roster tab allows administrators to assign personnel to a station, company, shift and set whether they're a Station Captain or not. This will then display under the Operational Roster. 4. Finally the Support Services tab allows the administrators to set the roster for Support Services; who will have access to update the vehicle status in the Vehicle Fleet tab. Select the Changelog tab to see a log of changes made to the CAD by the developers of the software.
Section 6 - Other Sections & Features
On all areas of the CAD, the drop down menu in the top right corner allows you to switch between 'Night Mode' and 'Day Mode' altering the color of the display. This drop down menu also allows you to sign out.
The Duty Log Auto tab can be used to automatically generate a duty log of your shift for use in your documentation.
1. You must enter the start date and time of the tour of duty, and the end. You will be presented with a calendar or you can enter it manually. 2. You also must enter the names of the partners that were assigned with you on your units. 3. The last field allows you to add any notes; some examples of notes are that you attended an event, were involved in an incident or had no calls. 4. Lastly you can click 'Generate' to automatically have a duty log generated for you based off the logs for your unit; assigned calls, cleared call times and incident remarks. This duty log can then be put into your documentation on the forum. The Duty Log Manual tab can be used to manually generate a duty log for use in documentation. Unlike the auto-generator, it requires information to be manually entered.
1. You're required to enter the information into fields of text. Due to being manual, there is a lot more information to enter. 2. Once you've entered the information you may add more incidents; for each incident your unit attended. 3. Lastly click 'Generate' to have a duty log generated for you. This duty log can then be put into your documentation on the forum. The last tab is the Operations Bureau Roster tab that displays a list of all Firefighters, their assigned fire station, company and shift. Administrators may edit the roster using the Administrative tab.
