MEMORANDUM #79

Dear employees,

Following a discussion between the Office of the Chief and the Emergency Services Division Command, it has been decided to divide the ranks of EMS Captains into two grades, similar to Fire Captains, I & II. In accordance with that, EMS Captain I's will be recognized as Junior Captains, and EMS Captain II's will be recognized as Senior Captains, both of which are accompanied by additional responsibilities and privileges. Attached below is 4.6 of the departmental handbook detailing the rank authority for both ranks, for easier use:
  • 4.6.2 EMS Captain II
    • Previous rank authority applies.
    • Senior Captain.
    • Can assume Incident Command (IC) over EMS situations.
    • Can issue a suspension or administrative leave up to the rank of Fire/EMS Captain I.
    • Can issue an official reprimand or admonishment up to the rank of Fire/EMS Captain I
    4.6.3 EMS Captain I
    • Junior Captain
    • In charge of supervising and leading an EMS company.
    • May lead a division.
    • Can assume Incident Command (IC) over EMS situations.
    • Command over lower ranks.
    • Can issue a suspension or administrative leave up to the rank of Senior Paramedic/Engineer.
    • Can issue an official reprimand or admonishment up to the rank of Senior Paramedic/Engineer.
    • Must wear black Class-B uniform.
    • Must wear white Class-A uniform.
    • Can authorize the use of solo units to employees.
    • Can authorize the use of non-divisional fleet vehicles.
    • Can authorize the use of divisional fleet vehicles if personnel are properly trained based on inner divisional guidelines.
    • Can participate in administrative discussions.
    • May carry their radio off-duty.
