OPENING STATEMENT
Good afternoon and happy new year firefighters and welcome to the 42st edition of the Los Santos Fire Department Monthly Newsletter. This month's edition comes with some departmental announcements and changes, a plan for the future of 2022, as well as a general monthly briefing of everything that happened during December.

Within the month of December we hosted our first and very successful blood drive, with roughly about 150 registrations and about 100 blood bags donated, LSFD was able to provide PHMC and the local Sandy Shores Hospital with ~50,000ml of blood. This was all achieved by the lovely Scarlet Summers who was able to achieve such excellence with the event.

We've seen such a dynamic vary of calls, from trees in the road, to trees in seas, to tress on fire to trees on gas stations, it really seemed like it was the month of trees, but eventually, the trees stopped falling, we've also seen our first view at frozen fronts and snow, with that, we've put up Christmas decorations at various stations and the lovely Lexi Brown had hosted LSFD's first gift exchange, which we hope to continue in an annual manner.

During LSFD's first gift exchange LSPD's SGT Christine Harris decided to make an announcement with our very own Patrycja Lipska. A letter of commendation was given to the following members for their contribution to the Davis Avenue Mortuary House fire on December 14th, 2021.

Along with the letter of commendation we were gifted a polished wooden plaque. At it's center a large Los Santos Police Department crest with the words "Los Santos Police Department - To Protect and to Serve" wrapped around it. A polished brass plate underneath would display the engraved words "Presented to The Los Santos Fire Department in recognition of their continued service, support and friendship –Los Santos Police Department - 19th December 2021"

With the new year on the horizon and a brand new recruitment drive coming for January, we would like to wish everyone a Happy New Year! Have a very productive and safe 2022!

Fire Chief Gary Young Hello everyone,

Firstly I’d like to wish you all a Happy New Year, I hope you’ve all had a good start to 2022 and not suffering too much from the Eves festivities.

Today marks the first issue of 2022s department newsletters in which we continue to bring you updates of changes and another announcement that we’re working closely on. As you all know we released our proposed roadmap last month outlining the general plans for the remainder of the year and what we aim to bring to the department.
Internally have a number of subjects that are underway which we aim to introduce to you all soon which we hope will help aid and improve the existing systems we are all so familiar with.

I would like to personally congratulate everyone who has been promoted this month and wish you all well as the month progresses.

This is a very special month for me. As was announced last month by Chief Sikes, I will be taking over the department as your Fire Chief after concluding my training with Chief Sikes along with Chief Sullivan.
It is my true honor to be your leader and I will do everything in my power to be the leader you guys deserve.
Nothing will stop me from pushing this department forward, following our plans, and making sure that we progress together towards being a better department.

I want to thank each and every one of you for believing in me, I want to thank my colleagues Deputy Fire Chief Sullivan and Chief Sikes (who will remain as Assistant Fire Chief with us) for being by my side, I want to thank my Chiefs, my COs and each and every one of you for being a part of this department.

Once again, I wish us all an awesome year together and I hope to make you proud.

. DEPARTMENTAL UPDATES-

HANDBOOK UPDATES
    • 8.7.2 When going on duty your transmission must follow the following format, [Lastname] On Duty from station X OR [Lastname] Status two from station X and when going off duty you must use, Off Duty - [Lastname] Status one.
    • 2.1.8 The use of tobacco/vape products is strictly forbidden in all department vehicles, and only approved in designated smoking areas within the stations, to be decided and properly signaled by the station captain.
    • 6.2.21 All spare vehicles are stationed at LSFD's Support Services garage in El Burro Heights. Their usage and transfer to any Station is exclusive to staff belonging to Support Services Division unless replacing another vehicle or authorized by a Company Officer. All training vehicles are stationed at LSFD’s Station Six in LSIA. Their usage and transfer to any Station is exclusive to staff belonging to Training and Recruitment Division, unless authorized by a Company Officer.
    • 8.8 Spare vehicles are not to be referred by any callsign when not replacing other vehicles. The denomination is only used for informational purposes. When replacing, they automatically take over the replaced vehicle's callsign. For example: Rescue SA1 becomes Rescue 71.
    • 3.9 When on duty, employees shall only use marked vehicles equipped with emergency lights and sirens. Employees must not use personal owned vehicles or non-department vehicles whilst on duty. Employees whose duties require them to use an unmarked vehicle may only use unmarked vehicles equipped with emergency lights and sirens as authorized by the Chief of Operations.

POLICY HIGHLIGHTS
  • Personal Vehicle Policy
    • With immediate effect, employees must no longer use personal vehicles or non-department vehicles whilst on duty. Employees shall only use marked Fire Department vehicles, or where their duties require them to use an unmarked vehicle, unmarked vehicles equipped with emergency lights and sirens as approved by the Chief of Operations.

    • We've made a thread for those that are interested in becoming supervisors down the line. It mainly tackles the aspects from an IC perspective, this hopefully will help you to shape and develop your character as you make your career progress.     • This is our first-ever roadmap made in the faction and it’s my honour to work on it. You guys deserve to know what are our plans for the faction for the upcoming year and we will make this a new tradition for the sake of transparency, understanding, and mutual agreements on how the faction is being run. I wish us all a great year for you and your loved ones, a year full of productivity, health and happiness. DIVISIONAL OPENINGS
  • Recruitment for Urban Search and Rescue is currently OPEN.
    • The Urban Search and Rescue (USAR) division is tasked with handling Rescue and HazMat operations within the city of Los Santos and Blaine County. Housed at Fire Station No. 3 in Davis, the division provides a wide variety of technical services to save lives and protect property. USAR also provides service to the community of Blaine County at Fire Station No. 1 in Paleto Bay.
  • Recruitment for Training and Recruitment is currently OPEN.
    • The Training & Recruitment is the backbone of the Fire Department, and it responsible for a variety of tasks such as recruiting, interviewing, and training new and seasoned employees. Current employees who meet the requirements are free to apply.
  • Recruitment for Lifeguards is currently OPEN.
    • The LSFD's Lifeguards are responsible for the safety of the citizens of Los Santos on and around the beaches - specifically targeting Del Perro and Vespucci. Through proactive monitoring, state of the art training and equipment, the Los Santos Fire Department is able to ensure that the beaches of Los Santos remain a safe and comfortable place for the community to enjoy.

DIVISIONAL HIGHLIGHTS
TACTICAL EMERGENCY MEDICAL SERVICES
TEMS is currently stalled in it’s operation due to losing the commanding officer. We are in the works of appointing a new TEMS CO and are undergoing a full reconsideration of all divisional aspects which will mainly touch on:

Apparel and Equipment
Certifications
Roles and rankings.
Training Methods.
PD and LSSD relations.
Perks and Benefits.

What is TEMS?

The Tactical Emergency Medical Services division is classed to provide direct ALS assistance to their PD and LSSD counterparts in dangerous and fast paced environments. ALS care is given to both suspects AND officers when the need arises, most commonly treating sudden injuries such as GSWs, stabbings and breach injuries. TEMS Members are expected to be professional and work well under extreme pressure.

LIFEGUARD SERVICES
“Sometimes in the waves of change we find our direction.”

The year of 2021 has been what we can only describe as learning to stand in the eye of the hurricane and enjoy the sunshine what breaks through. It has been filled with challenges but also with triumphs.
We saw the changeover of command which led to some of our longest standing members moving onto different paths in life and other members stepping forward, and to both we wish them the best. We saw a rise in crime within Vespucci which led to a triumph in a change in law for the safety of our department and the citizens of Los Santos. These are two examples of what a hurricane can look like, but with the Fire Department as our family we were able to find the bright light we so needed.

In the year of 2021, we were graced with many new members, and we were also able to achieve much of which we strived to accomplish.

- The LSCL Command team grew to new strengths with a Lifeguard Chief, Lifeguard Section Chief and two Lifeguard Captains.
- Our Recovery Subsection was able to flourish with recovery of not only vehicles but also vessels.
- The Marine Wildlife subsection was created and since we have saved multiple lives of Marine Wildlife including sea turtles during hatchling season.
- Our relationship with the USAR division strengthened and since we have managed countless rescues as two divisions bonded.
- We have given a helping hand to the Firefighter and EMS teams by answering city calls, this too aiding us to strengthen our relationship with the forefront of the Fire Department.
- We have been graced with new vehicles including Swift Water 10 to aid our Dive and Recovery teams.

There has been much more accomplished than what we see in the above in the way of one hundred and one incident reports which only include the logs by our trainee Lifeguards. In the New Year we see three new Senior Lifeguards joining the ranks and are ecstatic to see how they progress into the Lifeguard division. We will also see a Hydrotherapy subsection being brought into our division which we hope will aid the Fire Department as a whole, not only to aid our Firefighters and EMT but too to strengthen our relationships.

To our Lifeguards, we thank you for your hard work and dedication. To our Firefighters and EMT, we thank you for aiding us and being there where we needed you most. To every member of the Fire Department, thank you for being our family.
