Emergency Medical Responder (EMR) Scope of Practice

Policy
An EMR who is certified to perform their duties in Los Santos County and affiliated with an authorized Los Santos County limited basic life support (LBLS) service provider may perform activities specified in the Los Santos County EMT scope of practice.
Scope of Practice
During training, while at the scene of an emergency, and during transport of sick or
injured, or during interfacility transfer, an accredited paramedic or supervised paramedic student is
authorized to do any of the following:
  • Evaluate the sick and injured and assess patients.
  • Render limited basic life support, rescue, and medical care to patients.
  • Obtain diagnostic signs including, temperature, blood pressure, pulse, respiration
    rates, pulse oximetry, level of consciousness, and pupil status.
  • Perform cardiopulmonary resuscitation (CPR) and automated external defibrillators (AED).
  • Administer Oxygen.
  • Use the following adjunctive airway breathing aids:

    • Oropharyngeal airways and nasopharyngeal airways
  • Place patients into various forms of spinal motion restriction as indicated in the LSC Treatment Protocols.
  • Control external bleeding through the application of tourniquets, direct pressure, and hemostatic dressings.
  • Splint extremities.
  • Administer naloxone (Narcan) by intranasal routes for suspected
    narcotic overdose.
  • Assist patients with the administration of physician-prescribed devices including,
    but not limited to, patient-operated medication pumps, sublingual nitroglycerin,
    and self-administered emergency medications.
